SLEIS Facility Training Guide
Overview
This document provides instruction in the use of the State and Local Emissions Inventory System (SLEIS) application.
Data Entry Overview
Page Fields
The following UI styles/conventions are used across SLEIS data entry pages.
Required: All fields with a red vertical bar indicate a value is required. The text Required will also appear in the label.
Optional: The field does not require a value. An Optional field may also be a Conditionally Required field.
Conditionally Required: Depending on the contents of other fields on the page, an Optional field may require a value.
Read-only: The field is displayed for information purposes only and cannot be edited. Read-only fields are typically displayed as labels but may be made read-only based on the contents/selections of other fields. In this case, the formerly-editable field is disabled or grayed-out.
SLEIS Homepage
The SLEIS Homepage is the main landing page and includes:
The application header containing the Home, Login, and Help links.
The Welcome section containing general information and links to documents.
The News section on the right containing links to detailed news item text.
Submit Questions/Comments
Submit questions, comments, or help requests to the SLEIS system administrator of the regulating agency.
Open the SLEIS Homepage.
In the Welcome section, click the Submit general questions and/or comments link.
Enter one or more lines of text containing the comment or question in the Message textbox and click the Send button.
Login to SLEIS
Open the SLEIS Homepage.
Click the Login link in the application header.
Enter the Email Address and Password.
Click the Login button.
Edit My Profile
Log into the application.
Click the My Profile link in the application header.
Enter the following: Full Name, Title, Organization, and Contact.
If the account will be electronically signing/submitting reports and the agency requires it, five security questions must be answered.
Click the Save button.
Request a Password Reset
On the Login page, click the Forgot Password? link.
Enter the Email Address and click the Submit button. A password reset request is sent via email.
Go to the email client and open the message from SLEIS titled "SLEIS: Password Reset Request."
Click on the password reset link.
On the Reset Password page, enter and confirm the new password.
Click the Submit button.
Facility Management
Facility Homepage (My Facilities)
This is the main dashboard for a facility user. It provides access to the reports for each facility to which the user is assigned a role.
NOTE: For users whose regulating agency has enabled the use of the company management feature, and the user has been assigned a company level role, the main “dashboard” will be the company homepage, as outlined in the Company Management section of this document. You will know if your regulating agency has this enabled because the first screen you will see after logging in will be the My Companies homepage.
The main section of the facilities homepage contains a list of facilities associated with the user account. The columns in this list are as follows:
Identifier: The unique identifier of the facility.
Name: The name of the facility.
Roles: The user role(s) for that facility.
Ready for Submission: An indicator of the report's status.
Actions: The button for accessing a facility's reports.
The possible facility user roles are:
Viewer: Can view the contents of a report but cannot make any data modifications.
Editor: Can view and start or modify the contents of a report.
Administrator: Can remove other users from the facility and change a user's role.
Billing: This role is for users who need to be notified of billing-related activities.
Submitter: Can initiate the report submission process. This role is only available if the user's electronic signature credentials have been verified.
Edit Facility User Role
This function allows Administrators to edit user roles or remove user access for a facility.
On the Facility Homepage screen, click the Open icon for the facility.
Under the Authorized Facility Users section on the right, click the View Facility Users link.
To edit a user, select the user from the list, then click the Edit icon.
After updating the user details or roles, click the Save button.
Managing Facility Inventory
Edit Facility Information
This function allows users with the Editor role to enter facility information, including mailing/location address, contacts, alternate names, and any additional custom information.
On the Facility Homepage screen, click the Open icon of the facility to be edited.
Click the Open icon for the report year to be edited.
In the Facility Inventory section, click the Facility icon.
In the lower right corner of the screen, click the Edit button.
Enter values for required fields and any other known information.
Click the Save button.
Add/Edit Release Points
This function allows users with the Editor role to add or edit Release Point information.
On the emissions report homepage, click the Release Points button.
Click the Add button.
Enter values for required fields and any other known information.
Click the Save button.
A new release point can be reviewed in view mode by clicking the view icon.
A release point can be updated in edit mode by clicking the edit icon.
All Release Point records can be exported by clicking the Export button.
Add/Edit Control Devices
This function allows users with the Editor role to add or edit Control Device information.
On the emissions report homepage, click the Control Devices button.
Click the Add button.
Enter values for required fields and any other known information.
Click the Save button.
A new control device can be reviewed in view mode by clicking the view icon.
A control device can be updated in edit mode by clicking the edit icon.
All Control Device records can be exported by clicking the Export button.
Add/Edit Emission Units
This function allows users with the Editor role to add or edit Emission Units information.
On the emissions report homepage, click the Emission Units button.
Click the Add button.
Enter values for required fields and any other known information.
Click the Save button.
A new emission unit can be reviewed in view mode by clicking the view icon.
An emission unit can be updated in edit mode by clicking the edit icon.
All Emission Unit records can be exported by clicking the Export button.
Add/Edit Unit Processes
This function allows users to edit process and emissions data.
On the emissions report homepage, click the Unit Process button.
Click the Add button.
Enter values for required fields and any other known information.
Click the Save button.
A new unit process can be reviewed in view mode by clicking the view icon.
A unit process can be updated in edit mode by clicking the edit icon.
All Unit Process records can be exported by clicking the Export button.
Edit Process Emissions
This function allows users with the Editor role to edit process and emissions data.
From the emissions report homepage, click the Process Emissions button.
Click the edit icon next to the record.
Enter values for required fields and any other known information.
Click the Save button.
A process emission record can be reviewed in view mode by clicking the view icon.
Edit Facility Summary Emissions
This function allows users to edit facility-wide summary-level emissions data.
From the report homepage, click the Summary Emissions button.
Click the edit icon.
Enter values for required fields and any other known information.
Click the Save button.
Data Import Process
Download and Complete Templates
This function allows users to download CSV templates and enter data for emissions data import.
From the SLEIS application homepage, click on the link for SLEIS File Import Specification.
Navigate to the emissions report homepage and click the Download Template button.
Open the
ReferenceDataValues.csvandReferenceThroughputValues.csvfiles to review codes.Open the
Processes.csvfile and enter data. Save the file.Open the
ProcessEmissions.csvfile and enter data. Save the file.Open the
ProcessSupplementalParameters.csvfile (optional) and enter data. Save the file.
Import Data
This function allows users with the Editor role to import completed CSV template files.
On the emissions report homepage, click the Import Data button.
Click the Browse button and select the
Processes.csvandProcessEmissions.csvfiles.If applicable, select the
ProcessSupplementalParameters.csvfile.Click the Continue button.
If errors occur, correct them in the files and repeat the process.
Report Actions
Start Report
This function allows users to start a new emissions inventory report.
On the facility homepage screen, click the Open icon of the facility report.
Click the start report icon.
Validate Report
This function allows users with the Editor role to validate the current report and mark it as ready for submission.
From the report homepage, click the Validate Report button.
If no errors were encountered, click the Mark as Ready for Submission? link.
Submit Report
This function allows users with Submitter role to validate and submit the current report.
From the My Facilities homepage, find the report indicated as Ready for Submission and click the link.
From the Report Homepage, click the Initiate Submission button.
Next, click the View Electronic Document button to review the PDF version of the report.
Click the Continue button.
Read the submission agreements and click in each box to agree, then click Continue.
Answer any security questions and re-enter the password if required, then click Continue.
Click the Done button.
Request Report Amendment
If a report has been submitted but a change is needed later, a request may be sent to the agency for the report to be re-opened.
On the facility homepage screen, click the Open icon of the facility.
Click the Open icon for the report year to be amended.
In the Submission Status area on the right, click the Request Amendment link.
In the Message box, type the reason for the request and click the Submit icon.
Request Report Repudiation
This process allows a user to repudiate a report for cases such as accidental submission or if someone submitted a report using another user’s credentials.
On the facility homepage screen, click the Open icon of the facility.
Click the Open icon for the report year to be repudiated.
In the Submission Status area on the right, click the View Submission History link.
Click the Repudiate button.
In the Message box, type the reason for the request and click the Submit icon.
Cloning Inventory and Emissions
This function allows facility users with an Editor role to clone release points, control devices, emission units, and related emissions data.
Cloning Release Points
On the emissions report homepage, click the Release Points button.
Click the Select All/None checkbox or select records individually.
Click the Clone button.
Select the destination facility and reporting year, then click the OK button.
Cloning Control Devices
On the emissions report homepage, click the Control Devices button.
Click the Select All/None checkbox or select records individually.
Click the Clone button.
Select the destination facility and reporting year, then click the OK button.
Cloning Emission Units
On the emissions report homepage, click the Emission Units button.
Click the Select All/None checkbox or select records individually.
Click the Clone button.
Select the destination facility and reporting year.
Select the option to clone just the emission unit or to clone it with related unit process(es) and/or emission records.
Click the OK button.
Cloning Unit Processes
On the emissions report homepage, click the Unit Processes button.
Click the Select All/None checkbox or select records individually.
Click the Clone button.
Select the destination facility and reporting year.
Select the option to clone just the unit process or to clone it with emission records.
Click the OK button.
Company Management
The Company Management section is the main dashboard for facility users whose agency has enabled the use of the company management feature and who have been assigned a role to one or more companies. If a user does not have any company roles, the Facility Homepage is displayed instead.
The Company Homepage provides navigation to the Company Facilities Homepage and the Company Reports Homepage. The top right corner contains the application header with links for Home, My Companies, My Profile, Help, and Logout.
The main section of the Company Homepage contains a list of companies and/or facilities associated with the user account. The columns in this list are as follows:
Identifier: The unique identifier of the company
Name: The name of the company
Company Roles: The user role(s) for that company
Actions: The buttons for accessing the Company Facilities Homepage or Company Reports Homepage
Company Roles
The following company roles may be assigned:
Viewer: Can view the contents of a report but cannot make any data modifications.
Editor: Can view and start/modify the contents of a report (i.e., can modify facility inventory and emissions data).
Administrator: Someone with the Administrator role can remove users from that company (this does not delete the account, it just removes the association) and change a user's role who is assigned to the same company.
Submitter: Can initiate the report submission process (for example, the responsible official).
Note: The Submitter role is disabled and not available for selection if the user has not had their electronic signature credentials verified by the regulating agency. Deleting a user from a company, using the delete user icon, does not delete the user’s account; it simply removes the user’s association with the company’s facilities. A user’s company-level role applies to all facilities associated with that company. For example, if a user’s company-level role is only “viewer,” they cannot edit any of the facility reports. However, a user can be assigned a role of “editor” for an individual facility and then be able to edit the reports for that facility alone.
Company Facilities Homepage
This page allows users with a company role to view all facilities currently associated with a company and edit users’ roles for a company. It also allows access to view or edit each of the company’s facilities’ reports and individually start, export, import, validate, and submit a facility report.
View/Edit a Facility Report
On the Company Homepage screen, click the Open icon for one of the companies listed. The Company Facilities Homepage is displayed listing all facilities currently associated with the company.
Click the Open icon for the facility to be viewed/edited. The facility’s report page displays listing reports available for viewing/editing.
On the facility’s report page, click the Open icon for the report year to be viewed/edited. The Emission Report homepage is displayed.
Edit Company User Role
This function allows users with the Company Administrator role to edit user roles or remove user access to the facilities associated with the company.
On the Company Homepage screen, click the Open icon for the company whose users will be edited or removed. The Company Facilities Homepage is displayed.
Under the Authorized Company Users section on the right side of the screen, click the View Company Users link. The Company Users page is displayed.
To edit a user, click the Edit icon. The User Profile page is opened in edit mode.
Update the user’s role(s) and click the Save button. You are returned to the Company Users page with a confirmation message.
Click the last/back icon to return to the Company Facilities Homepage.
Click the last/back icon again to return to the Company Homepage.
Company Reports Homepage
This page allows users with a company role to manage all of the company’s facilities’ reports for a reporting year using batch operations for start, export, import, validation, and submission.
View/Print Reports
On the Company Homepage screen, click the Open (Company) Reports for Batch Operations icon. The Company Reports page is displayed, listing a company’s facilities’ reports and filtered by the most current reporting year. The View/Print Reports action is selected by default.
