Public Notice Events
Overview
Public notices, hearings, and meetings may be added as public notice events in nVIRO to share information about an application or proposed permit with the public.
When a public notice event becomes active (based on its designated start date), the notice and associated documents are made available to the public. This information is accessible via a link on the nVIRO public homepage, which allows users to search, view, and comment on all public notice events.
Creating a Public Notice Event
Public notice events can be added from a submission record in the application/request functional area only.
Public notice events for permits must still be created from the related application or permit change form record. The permit documents will still be available to attach when creating the event.
To add a new public notice event:
Navigate to the Events tab of the related submission.
Click the Add Event button.
When prompted, click the Add Public Notice button to open the New Event page.
Complete relevant fields. For more information on event fields, see the section below.
Click the Save button.
Editing a Public Notice Event
To edit a public notice event:
Navigate to the Events tab of the related submission.
Click the Open button for the event to open the Edit Event page.
Make desired changes, then click the Save button.
The following fields appear on the Edit Event page.

Permit | Permits related to the public notice event. | This is a required field if the event type is “Public Notice - Draft Permit.” Only permits connected to an “In Process” workflow on the submission are available for selection. |
Compliance Action | Compliance actions related to the public notice event. | If the event type is “Public Notice - Pending Compliance Action,” select a pending compliance action. |
Coverage Counties | Counties where the public notice should appear in the search results. | This field appears when the user selects “Multi-County” in the Coverage field. |
Comment | Text to appear externally as the “Public Notice Description.” |

Link Documents | Documents that are or can be linked to the public notice event. | Linked documents are published with the public notice and are available for download by external users. Only documents with a Public security classification and a Final status are available for selection. For more information on linking documents, see the Working with Events page. |
When a public notice is created, the application’s submission reference number is displayed as the application number on the Public Notice Search and Public Notice Detail pages. If the application belongs to a submission package, the submission package reference number is displayed as the application number instead.
Once a public notice event is in effect, it can only be edited by a user with the Public Notice End Date Manager role or “Manage Public Notice” permissions. These users can add an end date or enter comments. If a public notice event does not have any public comments recorded, they may delete it.
Previewing Public Notice Events
Internal users may preview the public notice details as they appear (or will appear after the designated start date) on the public site.
To preview the public notice:
Navigate to the Events tab of the related submission and find the public notice event on the list.
Click the Public URL button. This opens the Public Notice Detail page, which has three tabs: Details, Documents, and Add Comment.
Adding Comments to a Public Notice Event
Both internal and external users can comment on a public notice. This may be useful if, for example, a user submits comments via a letter or email.
To add comments to a public notice:
Navigate to the Public Notice Detail page, as described above.
Open the Add Comment tab.
Enter the commenter’s name and contact information.
Select the commenter’s preferred notification method.
This is for informational purposes only. There is not currently an automated notification for public notice decisions. The capture of this information (if configured) is to provide the processor with information about notification preferences.
Add comments. If the Comments field is too limiting, users may attach documents by dragging and dropping the files into the attachment area or selecting the files from their device. Once files are selected, they appear below the upload controls under “Files to Upload.”
If desired, add descriptions to indicate what each attached document contains.
Click the Submit button.
Viewing Public Comments and Documents
As the public submits comments on public notices, the comments are available for authorized staff to review.
To view submitted comments:
Navigate to the Events tab of the related submission and find the public notice event on the list.
Click the Open button to open the internal Public Notice Detail page.
Open the Responses tab.
Click the Open button next to a response. A side panel appears displaying the details of the comments, as well as any attachments.
Downloading Comments and Attachments
To download an individual attachment:
Click the Open button next to the response.
Click the file name in the Attachments field. The file is downloaded based on the user’s browser settings.
To download all comments, click the Download Comments button. A Microsoft Word document with a list of all comments is downloaded based on the user’s browser settings.
To download all comments and attachments:
Select the Include Attachments checkbox.
Click the Download Comments button. A zip file containing all attachments and the Microsoft Word document listing all comments is downloaded based on the user’s browser settings. Note that a PDF version is included for every uploaded file that is not already in PDF format.
