Creating Violations
Manually Adding a Violation to an Evaluation
To add a violation to an evaluation, click the Evaulations tab and select an existing evaluation or create a new evaluation.
Once a new evaluation has been created, or an existing evaluation has been selected, a violation can be manually created.
Open the evaluation and click the Violations tab.
Click the Add New Violation button to create the violation.
A page displays that allows the user to configure the violation. First, select the appropriate program areas in the Program Area field (or select “Cross-Program” for violations that apply to multiple program areas). The selected program area determines which violation categories are displayed in the Violation Category field.
Next, in the Violation Category field, select the violation category. This, in turn, determines which violation types are displayed in the Violation Type field.
Select the violation type in the Violation Type field. If necessary, select the relevant pollutant or parameter in the Parameter field. This is a type-ahead field that will display a list of matching parameters/pollutants as the first few characters are typed.
Fill out any other relevant fields on the page, as described in the table below. Depending on agency implementation, certain fields might or might not be required.
When finished entering the violation details, click Save. Once the violation has been created, it can then be linked to compliance actions, if necessary.
Violation Fields
Field | Description |
---|---|
Program Area | The program area to which the violation relates. |
Violation Category | The category of the violation. Categories are specific to one or more program areas and the available options listed in this field depend on the program area selected in the Program Area field. |
Violation Type | The type of violation. A violation type relates to one or more violation categories and the available options listed in this field depend on the violation category selected in the Violation Category field. |
Parameter | Where appropriate, indicates a specific sampling parameter, analyte, or pollutant related to the violation. This field is searchable by entering search text. |
Start Date | The date the violation began. This can indicate the date the violation condition actually began, or the date it was first identified, depending on how the agency chooses to use this field. |
Non-Compliance End Date | The date the violation condition ended. This field can be used for different purposes depending on how an agency chooses to use it. For example, it could be used to indicate the date the violation condition was addressed via a compliance or enforcement action. |
Continuous Period | Indicates that the violation condition occurred on an ongoing basis between the start and end date. |
Is Significant Non-Compliance | Indicates whether or not the violation is significant. Use of this checkbox is at the discretion of individual agency and/or program. Checking this box does not affect any system behavior. |
Creating a Compliance Action From the Violation
If desired, users can create compliance actions directly from the Violations tab:
Click the checkbox next to each violation to be included in the new compliance action.
Click Create Compliance Action in the top-right corner of the screen.
A page is displayed, allowing the user to input the compliance/enforcement action details.
Select the appropriate Program Area, Action, and Type for the compliance action. Note that the types of actions in the Action field depend on the program area selected in the Program Area field. Likewise, the types of compliance actions listed in the Type field depend on the action selected in the Action field.
Select a Workgroup and Processor, and add a Description, as needed.
Click Save Compliance Action.
Creating a Follow-Up Evaluation
To create and schedule a follow-up evaluation for one or more violations:
Click the checkbox next to each violation to be included in the follow-up evaluation.
Click Create Followup Evaluation in the top-right corner of the screen.
Complete the fields on the Follow-Up Evaluation Details page, as needed.
Click Save Evaluation.
A new follow-up evaluation is created for the indicated scheduled date.
