Master General Permits

Overview

A master general permit (MGP) is a special category of permit that is not issued to a specific facility but rather acts as a "template" permit that defines conditions applicable to a group of similar facility types or activities. Facilities that are covered under the terms of a master general permit are issued “coverages” or “authorizations.”

When a workflow is added to a submission that yields a coverage under an MGP, the MGP under which the coverage will be issued is specified in one of two ways: either manually by the user adding the workflow, or automatically by the workflow itself. For the latter option to work, the workflow template must be configured in advance to automatically add a specific type of master general permit. (This option is configured by an administrator via Admin > Workflow Templates.)

Auto-Issuing of Authorizations When a Master General Permit Goes into Effect

When a new master general permit is in the status of In Process, a processor can link new coverages to the MGP. When a coverage has been linked and is ready to be issued, the status of the coverage can be set to Ready to Be Issued.

When the MGP is set to In Effect, the system will automatically:

  • update the linked coverages

  • update the effective dates of the coverages to match the MGP

  • set the linked coverages to In Effect

  • set the coverages' associated submissions to Completed

The setting of the expiration date of the coverages is configured via the permit category lookup “Expire Date Options” (Admin > Lookups > Permit Categories > Edit Permit Category).

Authorization Renewal while Master General Permit is In Effect

If a renewal submission is received for an authorization that is linked to an effective MGP, then the existing authorization can be configured to automatically be assigned the status of Extended when the MGP expires.

This ensures that while the new authorization version is In Process, the old permit version is still active. This allows coverage not to lapse after the MGP expires but while the new permit version is In Process.

View Authorizations Under a Master General Permit

To view all authorizations under an MGP:

  • Perform a search to navigate Permits search page.

  • Using the dropdown search panel, specify a master general permit number in the Permit Number field, or select a master general permit in the Permit Category field.

 

 

  • Once the desired MGP is located, click the Open button. The Permit Details page is displayed, showing information about the MGP.

To view the authorizations/coverages under the MGP:

  • Click the Coverages tab. All authorizations under the MGP are displayed, along with reference information such as the permit effective/issue/expire dates, the permittee, site, and permit status.

  • Click the Open button to navigate to the Permit Details page of any of the coverages.
