Permit Categories

Overview

Permits are classified into a permit category and an optional permit type (a sub-classification of permit categories). This page describes how to find and interact with permit categories.

Searching Permit Categories

To view all available permit categories, navigate to Admin > Lookups > Permit Categories.

Adding or Editing a Permit Category

On the Permit Categories page, click the Add New Permit Category button to add a new permit category or click the Open button to edit an existing permit category. Both buttons open the Edit Permit Category page, which is organized into four tabs: Details, Dates and Deadlines, Default Schedules, and Validation Rules.

Fields available for configuration on the Details tab are described below.

Permit Category Code

The internal reference code used to identify the permit category.

 

Permit Category Description

A unique text description of the permit category.

 

Program Area

The program area to which the permit category belongs.

 

Related Permit Types

Permit Type Required

The option to require that permits under this category have a permit type specified before issuance.

 

Allow Permit Type Change On New Permit Version

The option to allow the permit type to be changed when versioning a permit.

 

Related Permit Types

The permit types associated with this permit category.

 

Permit Numbering

Permit Number is Manually Entered

The option to allow users to provide the permit number.

Manually entered permit numbers must be unique within the permit category.

When this option is selected, new permits in this category are automatically assigned a permit number of “MANUAL#99999” (where “99999” is a randomly generated number).

Permit Sequence Number Prefix

The numbering scheme used for the permit category.

The basic scheme used in nVIRO is prefix + sequence number. The permit sequence number prefix can be set at the type or category level. If a type-level scheme is defined, it takes precedence. If not, the category-level scheme is used.

To add a value to the dropdown list, contact a system administrator.

Alternate Number

An alternative permit number that may be used in addition to the nVIRO permit number. 

This may be helpful when relating permit information to external systems.

Other Settings

Coverage Type

What the permit covers or how it is used. Options include:

  • Other (e.g., Individual Permit): The permit is issued as a standalone permit (the most common choice).

  • Master General Permit: The permit is not issued to a particular facility; it is a “template” permit that defines the conditions under which other coverages or authorizations are linked.

  • Coverage under Master General Permit: When a workflow that yields coverage under the Master General Permit is added to a submission, users are prompted to select the applicable Master General Permit, unless the default Master General Permit has been specified on the workflow template.

This is primarily used to categorize permits when flowing to ICIS-NPDES.

Coverage Inherits General Permit Expiration Date

The option to automatically apply the expiration date of the Master General Permit to new permits in this category.

This field only appears if Coverage Type is set to “Coverage under Master General Permit” and the Show Expiration Date checkbox (on the Dates and Deadlines tab) is selected.

Copy Features from Submission to Permit (new permits only)

The option to copy features specified on the submission to any permits created by submission workflows.

 

Copy Submission Workgroup/Processor to Permit as Permit Compliance Workgroup/Manager

The option to set the compliance workgroup and manager for permits created by submission workflows to match the submission workgroup and processor.

If this option is not selected when revising a permit, the compliance workgroup and user on the original permit will be retained.

Expired Permit Shows as Site Alert and as Dashboard Priority Item

The option to display an alert on all functional area detail pages when a permit has expired, and mark the permit expiration as a priority item on the external user dashboard.

 

Show Financial Assurance Tab

The option to show or hide the Financial Assurance tab for this permit category.

Selecting this option indicates that permits of this category may have financial instruments defined.

Show Agency Contact Selection for Permit

The option to show or hide the Agency Contact field on the Permit Details page for permits of this category.

The Agency Contact field collects the agency contact’s name, email address, and phone number, which are displayed in the “Agency Contact” column on the Site Permits List. If this information is not entered, the compliance manager’s information is shown.

Show Project Activity Name from Related Submission on Permit Screens

The option to show or hide the project name for any submissions related to the permit on various pages.

This is useful for project-based permits, such as construction stormwater permits.

Allow Internal User to Initiate a Permit Change Without Submitting a Form

The option to display a Modify/Renew/Terminate button on the sidebar of the Permit Details page to allow users to create a new permit version without submitting a form.

 

Permit Issuance prevents additional submission revisions

The option to prevent additional submission revisions.

 

Permit Feature Display Mode

The limit sets and limits that apply to this permit category (if any). Options include:

  • Basic: No limit sets or limits can be added, and the Edit Permit Feature page only displays an Additional Comments field.

  • Limits Only: Limit sets and limits can be added, and the Edit Permit Feature page only displays an Additional Comments field.

  • Groundwater: Limit sets and limits can be added, and the Edit Permit Feature page displays fields specific to groundwater.

  • Surface Water: Limit sets and limits can be added, and the Edit Permit Feature page displays fields specific to surface water.

This setting also determines the visibility of the Features and Limits tab for permits in this category.

Periodic Invoicing

Show Periodic Billing Tab

The option to show or hide the Periodic Billing tab on the Permit Details page.

This option should be selected if the permit has a periodic fee assessed, such as an annual fee.

Default Fee Category (new permits only)

The default fee category to assign to new permits.

This field only appears if the Show Periodic Billing Tab option is selected.

For modifications to existing permits, the fee information is copied from the previous permit version.

Default Fee Type (new permits only)

The default fee type to assign to new permits.

This field only appears if the Show Periodic Billing Tab option is selected.

For modifications to existing permits, the fee information is copied from the previous permit version.

Integration

ICIS Permit Type Code

If applicable, the permit type code used to flow permits in this category to ICIS-NPDES.

 

ICIS Data Group Codes (semicolon separated)

If applicable, the data group code(s) created by the ICIS-NPDES batch data flow for permits in this category.

 

Multiple codes can be entered using a semicolon to separate each code (for example, “G2A;G2B”).

Default Program Components (Program components can be configured to be automatically added to permit categories and types. Components set at both levels will be added to the permit, but if the same component type is set at both levels, the permit type configuration takes precedence.)

Component Type

The type of program component to be added by default.

 

Addition Type

Whether the program component is added as a new component or as a copy of a previous component.

 

Required

The option to require this component on permits in this category.

If this option is selected, a validation error will appear if a user attempts to change the permit status to Issued/In Effect and either the required component is missing or one or more required component fields are blank.

Dates and Deadlines Tab

Issue Date Determined By

The option to automatically set the issue date to the same value as the submission received date.

 

Effective Date Determined By

How the effective date is determined. Options include:

  • Issue Date

  • Custom Rule

    • If selected, the Days From Issue Date field becomes available for configuration.

Setting the effective date to the issue date also locks the effective date.

Show Expiration Date

The option to allow users to set expiration dates for permits in this category.

If this option is not selected, permits in this category will not expire and fields related to permit expiration are hidden.

Expiration Date Determined By

How the expiration date is determined. Options include:

  • Specific Calendar Date

  • Custom Rule

    • If selected, the Years From Effective Date / Days from Effective Date field becomes available for configuration.

This field is available if the Show Expiration Date option is selected.

The expiration date is only auto-filled if it is left blank.

If the Coverage Type field is set to “Coverage under Master General Permit” and the Coverage Inherits General Permit Expiration Date option is selected on the Details tab, then this field will automatically populate with “Inherited from Master General Permit” and be locked from editing.

Negative numbers can be entered in the Years From Effective Date / Days from Effective Date field. For example, for a NPDES permit, a user may choose 5 years and -1 days.

Action to Perform Upon Permit Expiration

Preferences for updating a permit status when the permit expires. Options include:

  • Remain “In Effect”

  • Set to “Expired”

  • Set to “Expired - Inactive”

 

This field is available if the Show Expiration Date option is selected.

“Set to ‘Expired’” is the default behavior for a new permit category.

“Expired” is an active status, which allows submission of permit change forms and schedules, periodic billing, and other actions. “Expired - Inactive” is an inactive status, similar to Terminated and Closed.

Automatically Extend Permit upon Expiration

The option to automatically change a permit status to Extended when the permit’s expiration dates passes and a newer draft version of the permit exists.

This field is available if the Show Expiration Date option is selected.

Next Application Due Date

The option to show or hide the Next Application Due Date field, and to set it as required or optional. Options include:

  • Optional

  • Hidden

  • Required

If Optional or Required are selected, the Days Before Expire Date that Renewal is Due and Days Before the Renewal Due Date that Permit shows as Priority on the Dashboard fields become available for configuration.

Users are encouraged to use permit schedules instead of this option, as they provide automated reminders and streamline the renewal process, including completion and submission.

Linked Schedule Templates

The schedule templates to include by default on a new (v1.0) permit of this category.

Default schedules may also be set for specific permit types. Schedule templates set at both the permit type and category levels will be added to the permit.

Allow Transferring Schedules Between Different Permits

The option to allow schedules to be transferred between permits.

When a change of ownership occurs, existing schedules and due dates are retained.

This feature is only available when a new permit is being created, not during a modification.

Validation Rules Tab

Validation Rules

The rules that must be satisfied before a permit status can be changed from “Draft” to “Issued” or “In Effect.”

 

Required Affiliation Types

The contact affiliation types that must be defined in order for the permit to be issued.

 

Saving Changes

To save changes, click the Save button. A message will display confirming the save. To cancel or return to the list after saving, click the Cancel button.

Activating or Deactivating a Permit Category

The current status of the permit category is shown in the right side panel. Use the Inactive | Active toggle to activate or deactivate the permit category.
