Working with Evaluations

Searching Evaluations

Evaluations can be searched through global search or the navigation menu when viewing a site.

Search Evaluations from the Global Search

Click the global search field and select the Evaluations topic to open the Evaluations Search page. For more information on global search and search pages, see the Search by Topic page.

The Evaluations Search page allows evaluations to be searched by criteria such as site name, evaluation type, and evaluation status.

Use the sort buttons or filters at the top of each column to locate a specific evaluation. When using a filter, the list dynamically updates to display all evaluations that match the entered value.

Click the Open button on any row to view or edit the evaluation details for the selected evaluation.

Searching Evaluations Using the Site Navigation Menu

When viewing a site, click the Evaluations menu item to view evaluations associated with the site. Click the Open button on any row to view or edit the evaluation details for the selected evaluation.

Creating an Evaluation

There are several ways to create evaluations: from a site's Evaluations Search page, by creating and publishing an evaluation plan, by creating a site inspection event, or by using nSPECT. Each method is described in the sections below.

Creating an Ad Hoc Evaluation from a Site's Evaluations Search Page

To create an evaluation from a site’s Evaluations Search page:

  • Navigate to the site to be evaluated.

  • Click the Evaluations menu option.

  • Click the Add New Evaluation button. This opens the Evaluation Details page.

  • Enter data in required fields, such as Program Area, Evaluation Type, and Scheduled Date.

  • In the Evaluation Category field, select either “On-Site Inspection” or “Desk Audit.”

  • Enter any relevant data in optional fields, such as Permit, Comments, and Additional Assigned Users.

  • If necessary, change the evaluator (defaults to the current user).

  • Click the Save button. The evaluation is created in Planned status, and additional evaluation tabs are displayed.

Creating Evaluations with an Evaluation Plan

The Evaluation Plans tool allows users to efficiently generate evaluations in bulk. Instead of creating evaluations one by one, users can select multiple facilities, evaluation types, and evaluation dates and generate evaluations based on these selections.

Creating an Evaluation Using a Site Inspection Event

As part of the permit (or permit renewal) process, it may be necessary to inspect the site being permitted. To support this, permits and other submissions allow the creation of a special type of event called a site inspection event. 

Using a site inspection event to plan an inspection streamlines the creation and scheduling of inspections and links them directly to the related permit or submission. Tracking inspections as events helps document activities during the processing of a permit or submission. Additionally, when an evaluation is created through a site inspection event, the system provides easy navigation between the permit or submission and the evaluation via the Events tab and the sidebar.

Creating an Ad Hoc Inspection in nSPECT

Staff may need to disconnect from the nSPECT server to conduct an unscheduled site inspection while out in the field. The inspection can be completed offline in nSPECT and synchronized with nVIRO later.

Step 1: Add the Site and Conduct the Inspection 

To add an unscheduled inspection in nSPECT (disconnected mode):

  • Navigate to the My Inspections page.

  • Click the Add Inspection button. This opens the Add Site to Inspect page.

  • Enter the site name in the Site Name field.

The site key will be added later to synchronize the inspection to the correct site.

  • Click the Save button. This opens the Form Selection page.

  • Select and complete the desired inspection form(s). For more information on conducting an inspection, see the nSPECT support section.

Step 2: Synchronize the Inspection

Because this inspection was not initiated in nVIRO, it does not yet have a corresponding evaluation.

To synchronize the inspection with nVIRO:

  • Navigate to the site in nVIRO.

  • Copy the site number from the top right corner of the Site Details page.

  • In nSPECT, click the Edit Inspection Details button for the inspection.

  • Paste the site number into the Site Key field.

  • Click the Save button. The inspection data will automatically synchronize with nVIRO, and an evaluation will be created in nVIRO on the designated site.

If the site does not yet exist in nVIRO, create it there and then follow the steps above.

Scheduling an Evaluation as an nSPECT Inspection

As described in Evaluations and Inspections, evaluations follow a unique status lifecycle.

An evaluation must be in Planned status to be scheduled in nSPECT.

To schedule an evaluation as an nSPECT inspection:

  • Navigate to the Evaluation Details page for the evaluation.

  • Review the page to ensure all required fields have been correctly populated.

  • Click the Add to nSPECT button. The evaluation status will change from Planned to In nSPECT, and an inspection record will be created in nSPECT and assigned to the evaluator.

Depending on the evaluation type, it may be possible to bypass scheduling an inspection in nSPECT and transition an evaluation status directly from Planned to Processed. This may be helpful when an inspection form is not relevant to the evaluation type or if another type of form is being used (such as a paper form).

Conducting an nSPECT Inspection

Inspections are conducted in nSPECT and synchronized with nVIRO once completed. The inspection report is available on the Documents tab in nVIRO along with all images taken during the inspection.

Scheduling a Follow-Up Inspection

If a violation was identified or reviewed during an inspection, it is listed on the Violations tab of the Evaluation Details page.

To quickly schedule a follow-up evaluation:

  • Select the checkboxes next to the violation(s) to be reassessed. This activates the Create Followup Evaluation button at the top right of the page.

  • Click the Create Followup Evaluation button. When prompted, enter the details of the follow-up evaluation.

  • Click the Save button. A new evaluation will be created in Planned status.

Updating an Evaluation Status/Completing an Evaluation

Evaluations are completed in nVIRO when the evaluation’s status is set to Complete.

Evaluations may also be completed by being set to Withdrawn, if that status has been configured for an agency. This can be helpful if an evaluation could not be completed or was created in error.

To update an evaluation status:

  • Navigate to the Evaluation Details page for the evaluation.

  • Click the Update Status button. A pop-up window will open.

  • Select the new status from the Status dropdown menu.

  • If any errors are displayed, they must be corrected before the evaluation can be changed to the selected status.

  • If prompted, complete the Reason for Status Change field.

  • Click the Save button.

Reopening a Previously Completed Evaluation in nSPECT

A previously completed evaluation may be reopened by changing the evaluation status to “Uncomplete - to nSPECT.” This status change can be completed by a member of the Super User, Evaluations Administrator, or Evaluations Status Manager security groups.

To reopen a previously completed evaluation:

  • Navigate to the Evaluation Details page for the evaluation.

  • Click the Update Status button. A pop-up window will open.

  • Select the “Uncomplete - to nSPECT” status from the Status dropdown menu.

  • Click the Save button. Once nSPECT has reopened the inspection record, the status will automatically change to “In nSPECT.”

When an evaluation status is changed to “Uncomplete - to nSPECT,” any linked violations are deleted. If the evaluation resulted in or is linked to a compliance action, the status change to In nSPECT is allowed.

Removing an Inspection from nSPECT

If an evaluation is sent to nSPECT with incorrect information, such as the wrong permit linked, it may need to be removed from nSPECT before it is started.

To remove an inspection:

  • Open nSPECT and navigate to the Inspection List.

  • Click the menu icon next to the inspection to be removed.

  • Select the Remove Inspection option from the menu.

  • When prompted, click the OK button to confirm and remove the inspection.

After the inspection is removed from nSPECT, the corresponding evaluation in nVIRO changes to Planned status. The evaluation can be added back to nSPECT after corrections have been made.
